Transparent Pacific Grove is fully compliant with State Law
Senate Bill 1360 (2021-2022 regular session) made changes to election laws concerning petition gathering and campaign finance disclosure, effective January 1, 2023. Key changes related to petition gathering and disclosure:
- Official Top Funders Disclosure: SB 1360 established new requirements for campaigns paying for the circulation of initiative, referendum, or recall petitions in California.
- Petition Signer's Rights: Petition gatherers are now required to inform potential signers of their right to see an "official top funders" sheet.
- Specific Disclosure Information: The "official top funders" disclosure must include the campaign committee's name, qualifying top contributors (those whose cumulative contributions are $50,000 or more), the month and year the disclosure is valid, and a link to a webpage with the most recent top funder information.
- Circulator Status: Petitioners must indicate whether they are a paid signature gatherer or a volunteer.
- Transparency Focus: These changes aim to improve transparency in election campaigns and ensure voters are aware of the major financial backers behind ballot measure efforts.
All contributions and expenditures for our committee will be reported to the City Clerk per FPPC Form 460 reporting requirements (see filing schedule).
